The Gardner ARC-PLC Payment Calculator allows users to compare payments from Agricultural Risk Coverage at the County Level (ARC-CO) and Price Loss Coverage (PLC) for all counties and crops for which ARC-CO will be offered.  


Features include:


  • Users enter a state, county, and crop and PLC yield. The tool then will show expected payments and the chance of payments by year for both ARC-CO and PLC. Payments will be shown for 2018 through 2023.

  • Users can view possible distributions of payments under both ARC-CO and PLC.

  • Irritated and non-irrigated payments are included for all counties for which they are offered.

  • Users can change price expectations to see impacts on expected payments.

  • We encourage users to check back as the year progresses. Payments for 2019 will come into clearer focus as the year progresses. Estimates in the model will change as more information becomes available.



Texas A&M Farm Bill Decision Aid Tool )


  • This streamlined tool is designed to allow producers to quickly analyze the yield update and the 2019/2020 ARC and PLC election authorized in the 2018 Farm Bill.

  • Producers can analyze the PLC payment yield update effective for the 2020 crop year. If the producer elects to update yields, these are automatically loaded into the decision tool for crop year 2020.


  • Producers can also analyze expected payments from ARC and PLC on a crop-by-crop and farm-by-farm basis jointly for the 2019 and 2020 crop years.  We intend to maintain this functionality going forward as producers will have the option of making annual ARC/PLC elections beginning in crop year 2021.

  • Effective Reference Prices are incorporated into PLC and the ARC Guarantee.  The yield plug increase and trend-adjusted yields are incorporated into the ARC Guarantee as well.

  • For counties where FSA offers an ARC Guarantee by practice (dryland versus irrigated), the results are provided by practice.
  • Producers have the option of putting in their own estimates for 2019 and 2020 actual county yields in ARC.  While the tool current simulates prices and yields, this functionality allows producers to override the model with their own expectations about county yields—a key functionality when examining upcoming ARC payments.

  • With a username and password, a producer is able to revisit the tool to run the results again based on updated conditions or new information from USDA.
